Derekest offered up an interesting thought in his post,http://derekest.wordpress.com/2008/10/13/eve-progression-server. It could be fun, just have a lot of the balance patches removed on a play around server event. It would be fun to fly an interceptor with 2 mwd’s fitted again or bring back the NOS domi as he suggests.
I don’t know how well this could work or whether it could be done with the test server, but it’s worth a gander, if for no other reason, the lolz. Perhaps doing this on April 1st of 2009? You log in and suddenly, everything has gone crazy.

Personally I don’t think it would be big in EvE. CCP’s got enough on their plates getting the actual game to work the way they want. I could be wrong.
